NOTICE IS HEREBY GIVEN that the City Council of the City of Melrose, Stearns County, Minnesota (the “City”) will meet on Thursday, March 16, 2017, at 6:00 p.m. at  the  City  Hall  in  the  City  of  Melrose,  Minnesota,  for  the  purpose  of conducting  a public hearing  on: (a) the proposed establishment of Municipal Development District No. 10; (b) the proposed establishment of Economic Development Tax Increment Financing District No. 10-1 within Development District No. 10; (c) the proposed adoption of a Development Program for Municipal Development District No. 10; and (d) the proposed adoption of Tax Increment Financing Plan relating thereto;  and (e) consideration of a business subsidy to Jennie-O Turkey Store, Inc., all pursuant to and in accordance with Minnesota Statutes, Sections 469.124 through 469.134, both inclusive, as amended and Minnesota Statutes, Sections 469.174 through 469.1799, both inclusive, as amended (collectively, the “Act”); and consideration of a Business Subsidy to Jennie-O Turkey Store, Inc.   Copies of the respective plans, as proposed to be adopted, are on file and available for inspection at the office of the City Clerk of the City of Melrose at City Hall.

A map of the boundaries for the proposed Municipal Development District No. 10 and Tax Increment Financing (Economic Development) District No. 10-1, the boundaries of which are coterminous (dark outline and shaded area) follows.

Any person with residence in or the owner of taxable property in the City of Melrose may file a written complaint with the City of the City fails to comply with Minnesota Business Subsidy statutes 116J.993 to 116J.995 and that no action may be filed against the City for the failure to comply unless a written complaint is filed.  

All persons interested may appear and be heard at the time and place set forth above.  Written comments addressed to the City Clerk, and received by the City Clerk, prior to the hearing will also be considered by the City Council.

Notice is hereby given: To the qualified voters of Millwood Township, the annual meeting and election will be held on Tuesday, March 14, 2017 in the St. Rosa Church basement. In case of inclement weather, the meeting and election may be postponed to the third Tuesday in March. 

The annual meeting will commence at 1:00 p.m. to conduct all necessary business prescribed by law. The election polls will open immediately following the annual meeting and close at 8:00 p.m. Voters will elect the following:

EXAMINATION OF SITE: Bidders are encouraged to attend the pre-bid meeting scheduled for March 3rd, 2017 at 10:00 a.m. beginning at the Melrose High School Door #7 – 546 Fifth Avenue NE, Melrose, MN 56352. Bidders shall review the construction site to obtain first-hand knowledge of existing conditions, including existing utilities and services, obstacles which may be encountered and all other conditions relative to the Work to be performed. No unscheduled visits will be allowed by Melrose Schools.

Additional Compensation: Suppliers and Contractors shall not receive additional payment for conditions which can be determined by examining the site and Construction Documents.
